I've never eaten at a Cheesecake Factory. Is it any good? Looking at their website, it seems they sell stuff besides cheesecake. Anyway, the news article doesn't say when or where it'll open, but my guess is Xinyi District in Taipei.
The company said that the exact location of the restaurant and when it will open are yet to be confirmed.
Cheesecake Factory Inc. said in a statement dated May 19 that it has entered into an exclusive licensing agreement with Hong Kong-based Maxim's Caterers and plans the development of at least 14 restaurants over the next decade in Hong Kong, Macau, Taiwan and China.
Japan, South Korea, Malaysia, Singapore and Thailand are also destinations under consideration, the statement said, adding that the first restaurant is expected to open in fiscal 2015 in Hong Kong.

I absolutely detest cheesecake. I'd eat a rare steak before I'd eat cheesecake. Happily the rest of their menu looks awesome. Some great looking chocolate cakes on the website. I hope they make it to Taiwan.
